Tickets and Fees
Tickets must be paid or appealed within 30 days of issuance.
The OHSU parking code is modeled after the City of Portland (Title 16) rules. Ticket fines and fees are set by order of the Presiding Judge of Multnomah County and are the same as for the City of Portland. OHSU enforces rules on OHSU-owned and controlled property (including Campus Drive), while the City of Portland will enforce rules on City streets.
OHSU is a patient facility. Patients and their visitors can park in any patient designated areas for free. Patient areas are reserved for patients and their visitors only and are strictly enforced. Occupying patient spaces for any reason other than personal health care or visiting a patient in a personal, non-work capacity is a violation of OHSU's Code of Conduct. People with a work or school affiliation with OHSU must receive coverage to park for patient appointments.
For all other purposes, parking permits are required Monday through Friday from 8am to 5pm excluding OHSU observed holidays.

Pay a parking ticket
You are strongly encouraged to resolve your ticket as quickly as possible to avoid late fees and collections. Members who receive a parking ticket from Campus Access and Commute Services (formerly Transportation and Parking) have the right to appeal. Appeals must be submitted within 30 days of issuance of the ticket to receive an appeals hearing.
Fines double after thirty days of issuance, unless the ticket is paid for or appealed within the initial thirty days. If the ticket is unresolved after fifteen days of the fine doubling, the balance owed is transferred to an outside collection agency and a $15 collection fee is added to the total due.
PAY ONLINE
People with an OHSU login may pay tickets online by Visa, MasterCard or Discover. Eligible employees may also opt to pay via payroll and students may opt to transfer balances to their Banner accounts.

Appeal a parking ticket
Appeals are governed by the Ticket Appeals policy. Any appeals received after the 30th day won't be granted. In addition to the unpaid fine doubling after the 30th day, the vehicle operator may lose eligibility to park on OHSU’s campus, may result in collection proceedings, and represents violations of the OHSU Code of Conduct, potentially resulting in disciplinary action.
Second appeals
If the original appeal decision is unsatisfactory, members have the ability to submit a second appeal by one of the methods below. Appeal escalation requests must be submitted within fifteen days of the original appeal verdict.
The Strategic Transportation and Parking Advisory Committee (STPAC) is a committee of OHSU Members outside of the Campus Access and Commute Services Department. The committee reviews the first and second appeal statements and the reason for the initial appeal denial to determine if an additional reduction in a parking fine is warranted. Their decision is final and any amount owed would be due within fifteen days of the verdict being reached.
You are encouraged, but not required, to attend STPAC virtually. In the event you cannot attend, your first and second appeal statements will be presented on your behalf. Second appeal hearings occur on the first Thursday of every month.
