Health Policy Program
ORPRN’s Health Policy team, established in 2017, supports partners in understanding and implementing policies that move health care upstream.
The team is directed by Nancy Goff, M.P.H.
We are Oregon’s primary technical assistance providers in policy and systems changes to promote social health integration.
We are connectors between Oregon’s policy makers, providers, payers and communities.
Our health policy work aligns with ORPRN's overall mission, while also building off of the broader organization’s statewide networks, infrastructure and expertise.
The Health Policy team’s work is dedicated to:
- Promoting equity: Inform and implement programs and policy change that makes the Oregon healthcare system more equitable for all Oregonians
- Transform healthcare: Accelerate the transformation of healthcare in Oregon into accessible, equitable, whole-person care.
- Education: Spread awareness of policies and programs that impact communities
- Community engagement & outreach: Gather community perspective and priorities and elevate community voice in statewide healthcare programs and policies
- Relationships: Help build trust among our partners (CCOs, CBOs, providers)
- Policy implementation: Translate and implement statewide policies and programs
- Technical assistance & expertise: Provide subject matter expertise, gather evidence-informed best practices and conduct research in key emerging topic areas
Health Policy Program Expertise
We have provided guidance for more than a dozen distinct programs, such as:
Our team supports Coordinated Care Organizations (CCOs) in navigating newer quality metrics that go beyond tracking individual-level health conditions to large scale systems changes. Upstream metrics require payers and providers to build non-traditional relationships beyond health care, navigate multiple data systems, and define a new role for health care in housing and food support. We provide individual and group technical assistance, and create resource and guidance documents, such as the Social Determinants of Health (SDOH) Playbook, help payers think through feasible steps to take that will build large scale social needs screening and referral systems alongside partners from diverse non-health organizations.
We manage grant program design, selection, and evaluation, and provide technical assistance to improve community capacity for several community grant programs, including the Eastern Oregon Coordinated Care Organization (EOCCO) community benefit and community capacity building funds, and the OHSU Integrated Delivery System community grants. We provide technical assistance to all CCOs on the Supporting Health for All through Reinvestment (SHARE) program. We provide guidance on addressing community need and promoting evidence based interventions in topics such as housing, food, transportation, education, and community health worker (CHW) training and workforce development. ORPRN works with Oregon Health Authority (OHA) on Medicaid spending programs, such as Health-Related Services (HRS), In Lieu of Services (ILOS) and Supporting Health for All through REinvestment (SHARE), to provide subject matter expertise and technical assistance for CCOs and community partners for implementation of these spending programs in communities they serve, as well as braiding together spending mechanisms to create a more streamlined member experience. ORPRN’s health policy team has conducted social needs screening in many communities across Oregon. More recently, our team has focused on implementing social needs screening in Eastern Oregon communities to connect vulnerable individuals to health and community resources to address their social needs. In addition to supporting CCOs with the Social Needs Screening Metric and the Social Emotional Metric, the team provides technical assistance to health systems on implementing population-based social needs screening and referral programs for their patients.
ORPRN is working on building the infrastructure that supports THWs, including growing the workforce, training, coverage and billing, policy change, payment mechanism and sustainability. We are working on increasing covered THW services through ILOS, supporting policy makers in building statewide guidance, and creating new models of CHW services in employer settings, allowing more opportunities for underserved employees to access care.
Our team has contributed guidance documents and educational webinars to support billing and payment processes for non-traditional providers. We are committed to connecting community organizations to Medicaid opportunities in a seamless and sustainable way.
