State Certification
Vendors and suppliers wanting to do business with OHSU must be certified with the Certification Office of Business Inclusion and Diversity to be considered a minority, women and emerging small business.
State Certifications
The State of Oregon office of minority, women, and emerging small business offers four types of certifications to qualified Oregon businesses:
State Certification Requirements by Business Type
Certification is for:
- Contracting opportunities with city, county, state and special jurisdictions
Eligibility requirement:
- 19 or fewer employees
- 3-year gross annual receipts:
- construction firms ≤$1,972,996.84
- non-construction firms ≤$789,198.873
Certification is for:
- Contracting opportunities with city, county, state and special jurisdictions
Eligibility requirement:
- 29 or fewer employees
- 3-year gross annual receipts:
- construction firms ≤$3,945,993.70
- non-construction firms ≤$1,315,331.23
Certification is for:
- Contracting opportunities with city, county, state and special jurisdictions
Eligibility requirement:
The business must:
- Be a for-profit business
- Be registered with the Oregon Secretary of State
- Have gross annual receipts (3-year average) not exceeding $23.98 million
The business owner must:
- Be a U.S. citizen or lawfully admitted, permanent resident
- Own and control 51 percent or more of the business
- Control and manage day-to-day operations
- Have proper licensing (e.g. engineer, plumber)
- Have made a contribution of capital
Certification is for:
- Contracting opportunities with city, county, state and special jurisdictions

- Be a for-profit business

- Contracting opportunities with recipients of federally-funded transportation-related projects
Eligibility requirement:
The business must:
- Be a for-profit business
- Be registered with the Oregon Secretary of State
- Have gross annual receipts (3-year average) not exceeding $23.98 million
- Be certified in its home state
The business owner must:
- Be a U.S. citizen or lawfully admitted, permanent resident
- Own and control 51 percent or more of the business
- Control and manage day-to-day operations
- Have proper licensing (e.g. engineer, plumber)
- Have made a contribution of capital
- Have a personal net worth not exceeding $1.32 million
