Set up your VA education benefits
Types of Benefits:
Complete the OHSU VA Benefits Certification Form each term after you register
- Visit here to apply for benefits
- Request a VA Certificate of Eligibility (COE)
- Complete the VA Benefit Intake Form and upload your COE.
- Register for classes
- Complete the OHSU VA Benefit Certification Form
- Submit a Request for Change of Program or Place of Training
- Once you have your Certificate of Eligibility (COE), complete the VA Benefits Intake Form and Upload your COE.
- Register for classes
- Complete the OHSU VA Benefit Certification Form

Chapter 35, 30, 1606
The Veteran Certification Team will certify your enrollment (the number of credits you are enrolled in) to the VA.
The Enrollment Certification will prompt your monthly stipends. Rates are based on enrollment status.
Chapter 33: Post 9/11/GI Bill®
Per VA policy, two separate certifications must be reported to the VA.
- The Veteran Certification Team will certify your enrollment (the number of credits you are enrolled in) with the VA.
- The Veteran Certification Team will certify your tuition and fees with the VA after the last day of the add/drop period. You can find the last day to add/drop a course on the academic calendar.
- Tuition and fees are typically reported to the VA one week after the add/drop period and funds are disbursed to OHSU 2-3 weeks later.
- The Student Accounts Receivable office will automatically reverse any interest fees that accrue while VA tuition funds are being processed.
Chapter 31: Veteran Readiness and Employment
The Veteran Certification Team will certify your enrollment (the number of credits you are enrolled in) with the VA.
The Student Accounts Receivable Office will bill the VA for your tuition and fees.
Under Section 3679(c) of title 38, schools must charge in-state tuition and fees to certain individuals. OHSU’s application of this statute is detailed in sections 3.B. and 3.C. of the OHSU Student Residency for Tuition Purposes Policy (02-10-010).
The following are considered Oregon residents for tuition purposes, regardless of their formal state of residence (see the policy for details and restrictions):
- A veteran who was has secured housing in Oregon prior to commencing enrollment in an OHSU academic program
- A veteran receiving benefits under chapter 30 or 33 who lives in Oregon
- An individual using transferred benefits under chapter 33 who lives in Oregon
- Anyone receiving benefits under chapter 31 who lives in Oregon
- All veterans receiving VA education benefits are required to submit their military transcript for review for prior credit.
- OHSU accepts credits per the transfer credit policy. For graduate level programs, prior credit is accepted only upon approval by the program.
- Undergraduate students may be eligible for academic credit for their military experience by submitting a Joint Services Transcript (Army, Coast Guard, Marine Corps, and Navy) or Community College of the Air Force transcript (Air Force and Space Force).

The VA will factor in your enrollment at all institutions in which you are pursuing requirements for your primary degree program.
Example: You are enrolled in 9 credits at OHSU and 3 credits at EOU. The VA will combine the credits for a total of 12, and you will receive benefits at the full-time rate.
If you are taking a course at a partner institution that does NOT meet your primary degree requirements, then the VA will only consider your enrollment at OHSU.
Fees:
Only Chapter 33 Post 9/11/GI Bill® will cover fees at a partner institution.
- The partner institutions (EOU, OIT, SOU, WOU) will charge campus and building fees. These fees will be added to the OHSU tuition total that is reported to the VA and the VA will pay OHSU directly.
- You will be refunded whatever fees remain after your OHSU fees have been covered. You are expected to pay the partner institution's fees with the refund.
- If you are taking a course that meets your degree requirements at your partner institution, OHSU will send a Parent School Letter to the institution and the VA will pay your partner institution directly.
Steps for taking requirements at a partner institution:
Check with your program that the course will satisfy your degree requirements.
Once approved, enroll in the course and fill out the certification request.
- Enter the name of the institution.
- Upload registration information to include:
- course subject
- course number
- course title
- number of credits
- academic term
Our office will send a Parent School Letter to the secondary institution which will prompt them to certify your course to the VA.

Enrollment status may affect your benefits rate.
Your enrollment status is calculated differently for nonstandard terms.
Typically, students are enrolled in classes that span the whole term, so those classes all have the same enrollment dates. In that case, we can submit one certification with the total number of credits for the term.
However, students can be enrolled in short-term classes with varying start and end dates. Any course with different start and end dates are considered nonstandard terms and must be certified separately.
At OHSU, a graduate student must take 9 credit hours or more per term to be classified as full-time and an undergraduate student must take 12. For VA purposes, however, any class shorter than 10-13 weeks is considered to fall within a “nonstandard” term, and we must calculate a new adjusted full-time modifier to determine if a student is full-time in a nonstandard term.

For Course Y, there are 5 weeks in the course. Because 9 credits is classified as full-time for the term, the modifier is 3 credit hours according to the table below. So for Course Y, instead of reporting 9 credits as full time, we would report 3 credits as full time. This method ensures that your benefits are maximized to the fullest.

Tuition reporting for Chapter 33 nonstandard terms:
For multiple nonstandard terms that fall within one term, tuition must be reported differently. Instead of submitting the total tuition amount for the term, we must split the tuition amount among the varying nonstandard terms using the below formula:
(total tuition) / (total enrolled credits) x (# of credits per nonstandard term)
Referring to the same example:

Note that $2,000 + $2,500 + $1,500 = $6,000. We are reporting the same total tuition, but we must allocate the tuition proportionally to the nonstandard terms, and the tuition will be disbursed in lump sums based on the dates associated with each course.
What does this mean?
Enrollment status is not based on traditional total registered credits. If you are unsure whether you are full-time during your nonstandard term, please inquire with our office regarding your full-time status.
Registration or schedule changes can get messy when you are enrolled in nonstandard terms! We will do our best to mitigate errors, however issues with VA processing can still occur. Be sure to reach out to our office if your schedule changes or you have any concerns or questions.

This benefit pays tuition and a subsistence allowance.
Tuition and fees are paid directly to the school.
Subsistence allowance is paid to the student.
Books and supplies can be paid to the student, school or purchased on behalf of the student. Please check with your VRE counselor for more information.
